Sewer Charges

For residential customers with metered water service, billing for sanitary sewer charges is calculated differently depending on the time of year. We recognize that during the spring, summer and fall months, many customers experience increased water usage that doesn’t go through the sewer system. This includes watering lawns and gardens and filling swimming pools.

To more accurately reflect actual sewer usage during this period, we bill based on History-Based Charges (HBC). HBC is a benefit to the customer and there is no need to apply or ask for it since it occurs automatically.

For customers not served by a metered water source, Citizens bills the sewer volume based on the number of occupants in the household, ranging from a minimum of one to a maximum of four.

Why are Indianapolis sewer rates high? Construction on DigIndy is underway. DigIndy is a federally mandated project to build a 28-mile long network of deep rock tunnels 250 feet beneath the city. The tunnels will store 250 million gallons of sewage and storm water during rain events and nearly eliminate about 6 billion gallons of annual overflows to area waterways by the year 2025. DigIndy will help restore area rivers and streams, enhance recreational opportunities and drive community revitalization and economic development.
