How do I apply for a sanitary sewer permit?

Sanitary Sewer Permit applications, associated files and drawings, fee collection and the permit issuance process is all managed on-line through a Citizens Customer Web Portal (website).

How do we obtain a permit in emergency situations?

If it cannot wait, make the repair.  You must apply for and obtain the permit at the earliest opportunity. This same policy will apply for weekends and holidays.

An inspection will be scheduled for the following Monday unless you are otherwise notified.

When can a permit application be submitted?

Applications can be submitted electronically through the Citizens website 7 days a week, 24 hours a day. Walk-in application submittal is no longer available.

How long will it take to receive a permit?

Review and issuance times may vary depending on upon application type and complexity.

Simple and routine sewer lateral permits for residential new connections or repairs will normally be reviewed and issued within 48 hours.  Commercial sewer lateral permit applications must also undergo a civil plan review process which may extend the response time to 7-10 business days.

Sanitary sewer main construction permit applications also undergo a technical plan review process.  Initial plan review responses are typically provided within 7-10 business days.

Will Citizens offer an accelerated review?

All applications and inspections are addressed with the same urgency. We anticipate prompt issuance of all permits; therefore, this is not necessary.

What if I need to speak with someone about sanitary sewer service for a proposed new development?

Please contact the Citizens New Service Contact Center number at 317-927-4444 to request a pre-submittal meeting.

How will the applicant be notified of the permit or connection fee amounts due?

Permit applicants will receive an email indicating the amount of fees due once the permit review has been completed.  The email will also include instructions for the electronic payment of the fees.  Once the fees have been paid, the permit will be issued and then emailed to the permit applicant.

How much will the fees be?

Sanitary sewer fees vary depending on the permit being obtained or the size and type of sewer connection.  Please refer to the Terms and Conditions Wastewater Rates - Appendix B document for a current list of sewer permit and sewer connection fees.

How do I pay the fees?

All payments, such as permit and connection fees, will be accepted by use of Credit Card or eCheck through the Web Portal. These payment options are available at the end of the on-line application and permitting process.

Once the permit applications have been reviewed and approved, permit applicants will receive an email which includes an account number, payment instructions and a link for the on-line fee payment option.

If on-line fee payment is not an option, payments may also be mailed.  Any mailed payments must include references to the associated account and permit application numbers.

How do I receive my permit?

Permits will be issued by email upon receipt of payment of the fees.

After notifying the utility, when will Citizens conduct an inspection of the completed sanitary sewer lateral work?

The utility has up to 24 hours to conduct the inspection after notification that the work is available for inspection. It is Citizens’ intent and general policy to complete inspections within the same day at the request for notifications received before noon (12PM). If an inspection has not occurred within 24 hours of notification to Citizens, the contractor may fill in the excavated area without an inspection.
