Westfield Permitting FAQs
On March 24, 2014, Citizens acquired the Westfield Water and Sanitary Sewer Collection and Treatment Systems. The permitting process is part of the new requirements for Citizens Westfield. Beginning on March 24, 2014, Citizens will be responsible for approval of the water taps and meter sets, sanitary sewer line laterals, water and sewer main construction and permitting services, and irrigation connections previously provided by the City of Westfield, Public Works Department.
The City will cease issuance of permits on March 21, 2014, and Citizens will begin issuance on March 24, 2014. All permit applications (forms), associated files and drawings, and the permit issuance will be managed on-line through a Citizens Westfield Customer Web Portal (citizenswestfield.com). The forms will be available on the website. All applications should be submitted via the website.
If it cannot wait, make the repair and apply for the permit at the earliest opportunity. This same policy will apply for weekends and holidays.
An inspection will be scheduled for the following Monday unless you are otherwise notified.
Applications can be submitted electronically through the Citizens Westfield website 7 days a week, 24 hours a day.
Plans should be attached with the on-line application whenever possible. Paper applications and construction plans may be dropped off at the customer lobby between 8 AM and 4 PM Monday through Friday, except observed holidays. A copy of the electronically submitted application form must accompany submittal of all construction plans. An appointment can be scheduled by contacting Citizens Westfield Customer Service at 1-800-282-9276.
Initially, the volume of applications for permits will determine how quickly permits can be issued. Citizens staff will coordinate with City of Westfield staff to ensure that appropriate approvals are obtained so all permits can be issued.

Citizens Westfield will require an application and approval for irrigation connections. The City of Westfield will also continue to require right of way encroachment permit and the applicant needs to coordinate that step with Westfield Public Works. The irrigation application for Citizens and the required inspection can also be requested online.
The utility has up to 24 hours to conduct the inspection after notification that the work is available for inspection. It is Citizens’ intent and general policy to complete inspections within the same day at the request for notifications received before 1 PM. If an inspection has not occurred within 24 hours of notification to Citizens, the contractor may fill in the excavated area without an inspection.
